BICI-BIKES PROGRAM
Welcome to Latino Network's Bici-Bikes program!
The Bici-Bikes Program, launched in 2025, provides low-income community members with a bicycle, essential safety equipment, repair kits, and hands-on education to ensure that biking is both safe and accessible. Through our program, Bici-Bike participants gain the confidence to make biking a reliable and affordable transportation option, one that benefits their own health and the health of our environment. The program emphasizes the importance of community building by providing group safety instruction, guided group rides, and culturally specific facilitation. The program serves the Latine community, low-income people, and people of color in the City of Portland.
We will distribute 100 bikes in 2026.
The Bici-Bikes Program is Funded by the City of Portland's Portland Clean Energy Community Benefits Fund (PCEF).

In order to qualify for the program, you must:
Live within the City of Portland boundaries
Make under 65% of the Area Median Income

Be 14 years or older.
For youth under age 18, a parent or guardian will need to sign program forms.
Our program strives to serve low-income people and people of color in the City of Portland.

We partner with Primos Cycles to supply our bicycles and Bikeworks by p:ear to build out the bikes, install accessories and provide a friendly bike shop for our participants. We also partner with the Bike Buddy program by BikeLoud to provide 1:1 cycling mentorship and mini-grants to our participants.

The Bici-Bikes Program will open for application in February 2026.
Once we receive your application you will receive an email or phone call from our program coordinator within two weeks to confirm eligibility and next steps.
Once approved, the program coordinator will work with you to make an appointment to fill out Latino Network enrollment forms
Applications will be processed in the order in which they are received.
We will process 10-15 applications per month. If the program is at capacity for that month, you will be notified and your application will be moved to the next available month.
The program coordinator will let you know the date and time of the mandatory bike safety training at least one week prior to the event.
You will receive your bike and equipment at the safety training and must come prepared to take your bike home the day of the training.

Program participants must:
Agree to participate in 2 follow-up surveys or phone calls.
Participate in a 3-hour Bike Safety Class before receiving their bike.
Agree not to sell the bike within a year.
If you no longer have a safe place to store your bike, you have the option to return it back to Latino Network to benefit another participant.
