CHANGES TO OHP COVERAGE

Due to changes in federal rules under HR1, also known as the One Big Beautiful Bill Act, some people may lose their current Oregon Health Plan (OHP) coverage. OHP is Oregon’s Medicaid program. The first round of notices will go out starting in October 2026, with more information about the upcoming changes.
What we know is that Oregon is moving ~7,000 OHP-eligible members to Healthier Oregon as a result of HR1. Healthier Oregon is a state-funded health coverage program, so these members will continue receiving health coverage. As part of the transition, their health plan or providers may change, but their benefits will remain the same.
Those impacted are:
Refugees
Asylees
Survivors of domestic violence or human trafficking
Some humanitarian parolees, including from Afghanistan and Ukraine, Amerasian-Vietnamese, Canadian-born First Nations, and enrolled members of a US Indian tribe born outside the United States who do not have Lawful Permanent Resident (LPR) status

Not necessarily. If you qualify for Healthier Oregon, you may continue receiving health coverage through the program. Your health plan or providers may change, but your benefits will remain the same.
We recommend that you make sure that your contact information is up to date so that you can receive any relevant notices about changes to OHP or Healthier Oregon.

Item descriptionHealthier Oregon isn’t new; Healthier Oregon was created through House Bill 3352 in 2021 and began providing coverage in July 2022. Healthier Oregon is a state-funded health coverage program for people who meet Oregon’s requirements but may not qualify for federally funded Medicaid.
