Joel Cisneros

School Based Programs Director


Joel E. Cisneros is the Director of School Based Programs at Latino Network. In his role, Joel leads a team in 27 schools throughout Multnomah County aimed at improving the academic success of Latino children and increasing parent involvement in schools.

Prior to joining Latino Network, Joel was employed by the Los Angeles Unified School District (LAUSD), School Mental Health Department. Throughout his tenure with LAUSD, Joel held various leadership positions. Most recently, he was the Mental Health Administrator for a region in LAUSD with over 100,000 students.  Joel served on various committees within LAUSD that developed programs and policy aimed at mitigating the psycho-social stressors that interfere with a child’s ability to reach his/her full academic potential. 

Joel’s fundamental belief is that all children and families are resilient and that every child deserves a fair shot at academic success. His professional goal is to develop programs and policy that address the needs of marginalized communities and enable that resilience to surface. 

Joel holds a Master of Social Work (MSW) from the University of Southern California, and an undergraduate degree from California State University, Fullerton. Joel was born in Jalisco, Mexico; he immigrated to Anaheim, California as an infant where he was raised by two hard working parents that taught him a hard work ethic. Joel has two young children that inspire and humble him.
